A program appears in every territory it serves; a dashed border marks a repeat appearance outside its primary home, and the masthead total still counts each program once. Click a territory header for that population’s own map. Sizes are national program totals from enacted appropriations / published obligations, basis labeled per program; not the nonprofit share. ALNs per SAM.gov. Mechanisms with no assistance listing (Medicaid provider reimbursement, tax credits) are included because the money is real. The smallest programs are drawn at a minimum legible size — deliberately larger than pure area-scaling would allow — because the point of this poster is the count: the number of separate mechanisms a nonprofit must braid together.
